Not sure if they sell them or if they are legal in Mexico, but in the States we carry small electric stun personal protection devices. These fit in your pocket and they function in two ways. If a dog is approaching in a threatening way, you can hold it up and turn the on switch and a bright electric arc is produced with a lod electric crackling noise. It freaks out probably 90% dogs and they they turn and run away like they have seen and heard lightening. Should a dog attack, one touch of the device puts them down with their muscles paralized. It is not lethal and in either case you can continue your walk as though nothing happened. The dogs recover pretty quickly and will not ever bother you again.
They cost around $50 in the States. Again not sure if legal in Mexico. We have been attacked by Pit Bulls up here in the States. We no longer fear Pit Bulls or any dogs when walking
