confusing as some U.S. cellular carriers have agreements with Mexican cell carriers like Telcel or Movistar and some don't. If your carrier has one of those agreements, then your U.S. phone actually becomes Mexican while in Mexico. That duly noted, the rules below may not apply correctly.
If you try the U.S. dialing code and it does not work, hang up and try the Mexico code – you'll most likely find out that it does. If that does the trick, congratulations, you've got yourself a dual-nationality phone! If you're still having troubles, stop in at one of the many TelCel or Movistar stores, a bit of advice or a proper sim card is all you probably need.
