Typically permits and/or user fees are computed by a fixture count per building. ie: number of sinks, toilets, showers, etc. Pretty cumbersome to do after the fact. Does the village of La Manzanilla have taxing authority? Or is that reserved to the Municipality of La Huerta?
Does the Mexican political system have anything like a referendum which could be voted on by the citizens? Does that then leave out all the foreign owners from having a say as to taxation? Boy, lot's of questions come to mind. If a voluntary system of contributions how do you get participation from "poor locals"? How do you connect with a landlord from Guad who could care less if the railings are scraped and painted?
Enough already, difficult to wade through. No pun. However, I can make a contribution. What would be a fair amount for a 2 bed home? Rojo
