Hey, Dave, you're refering to first time applicants for a Residante Temporal, which must be gotten in your home country. Those seeking a Residante Permanante, after holding a Residante Temporal, still go to the Immigration office in Melaque.
That, of course, brings up the question of why would you need a lawyer after living here with a Temporal for X number of years.
