rash on puppy

my (Mexican) neighbour's very young puppy (2 mths ish) has a rash all over her body that looks a lot like flea allergy to me. I will go to Melaque tomorrow and get some flea treatment.

can anyone give me the phone number for the vet in Melaque. do you know what his hours of operation are. I believe he closes from 2-5 or 6..
