Getting property from the ejido at the proper elevation and location should not be a problem, it would be in their best interests. Getting property owners to act in their own best interest is a much more difficult problem. Especially when you will be asking for money too!
In the north you could form a local improvement district and assess property owners via yearly property taxes, often amortized over 20 or 30 years for something major like a water system. I have no idea if Mexico or Jalisco has a similar process available for infrastructure funding? Might take some investigating but someone like Pepe would have an idea who to ask in La Huerta? Or our Delgado would be another source.
Continuing to try band-aids on our existing system will try everyone's patience. Maybe it is time to plan for a better future rather than just hope for one. There are several folks living in town at least seasonally, who would contribute some time towards designing a better water delivery system. There are engineers, accountants, managers, talkers and doers a plenty if you really want to make it happen.
