From the date of acceptance at a Mexican consulate in your home country you have 6 months to enter Mexico to start the second phase. Once you enter Mexico you have 30 days to go to the Immigration office to begin that final phase of getting your card. As she mentioned, the link that Rebecca shared has more detailed information.
