Every year the Lagoon gets full (due to either the beach road or the sand the ocean deposits). When it gets too full it comes up onto the road and causes problems. So they cut a path for the Lagoon water to go to the sea. That water is brackish Lagoon water and stinks. The smell only last for a couple days or so then the Lagoon drains ever more slowly until the put the road back and the cycle starts over.
