Like you said, Mazinka, there is educating the people to be responsible but what does the average resident care that people with pools, lawns and gardens, and villas on the mountain are low on water when their water is still running on the lower levels where most of the locals live. I guess it comes back to the people developing and building up on the hills to figure it out. It will be hard to persuade people to not water the street, as they have always done, when dust from traffic comes pouring into their homes everyday. The problem is complex with the mixing of cultures and their needs.
