claiming US Social Security benefits

Help. I'm stuck in the US. I've been here so long trying to get certain gov't issues done. Like filing for Social Security benefits. Every time I go to an apt, I'm told I need more paperwork (my claim is a little more tricky), etc, and they re-schedule me out for another apt lightyears away.

I came across a website mentioning the SS Office of International Operations (OIO). It says:

"OIO is responsible for administering the Social Security program outside the U.S. and for the implementation of the benefit provisions of international agreements. Since SSA has no offices outside the U.S., OIO is assisted by the Department of State's embassies and consulates throughout the world."

Does anyone know anything about this? Can I apply for SS benefits in Guadalajara at the Embassy? I don't want to come back to Mexico and find they only do limited things.
