Or require people with pools to pay much much more in water taxes? Then, of course, people will put a pump with a pipe in the center of the pool and call it a fountain. Heck, the town is taking our word now for whether we have un jardin grande o un chico. How would anyone expect those in charge of collecting water taxes to even know who has a pool and who doesn't? And one could fill about a pool a month with the water used to wash clothes in some homes, based on the amount of grey water from lavadoras that they dump into the streets every day. It isn't a simple issue nor one that lends itself to eventual overall fairness. Good question though. Si o no? No se, pero creo que no.
