I finally got a logical and plausible explanation for all of the confusion. Yes there is an ejidal property tax. Yes the ejido will accept your payment of this tax each year if you volunteer it. But...the mechanism by which the ejido ensures payment of the tax is that one cannot sell their property nor take title until the ejido has been paid the whole amount due, no matter how many years back. So they are in no hurry for you to pay them each year while sitting secure in the knowledge that these taxes will be paid them in the fullness of time. I'll go in to ask if one can wait to pay these taxes until selling one's property to see what they say and report back.
So, in sum. 1) yes, we owe the tax if we don't have Title; 2) no, it isn't due each year even though it is levied each year; it is due on sale or receipt of Title.
