I have noticed that Nationals will often install multiple meters on a single property under the pretense (or fact) of separating usage for individual units. The strategy can be applied by separating usages, ieressure pump or pool pump on their own meter. Air on another.

It may require more up-front cost and planning, but could result in avoiding the 12 months of high usage penalty. Rojo
