Road Racing in LM

Okay, I have a dilemna. For several days now there have been two yellow ATV's full of non-gringo tourists racing around town at high speed - including down the main street and past the delegado. Clearly, this is a danger to others. If I complain, am I a whining gringo who doesn't embrace local culture, sticking my nose into the business of the locals? Or, do I become concerned about a child who might get mowed down on the street and raise my concerns with the police, who clearly don't seem too bothered by it all?
