If you have an FM3 you must submit the financial information. While technically you might have to give up NoB license plates before applying, real world is that the INM is not going to check through aduana whether you have that car or not. My understanding is that during the time after you apply (while you are in tramite), your previous status remains, so it is not likely that the accountant is correct on the car issue anyway.
