My comment, Teresa, was based on the fact that I dared to bring up this explosive topic last year!
Though I agree with you, I also acknowledge that most of us come here, in addition to the weather and the marvelous people, because some of the restrictions we experience in our home countries do not exist here. . . so, I try to mind my own business (sometimes successfully ;O) and my dog's, doing what I do at home with regard to this issue and keeping my head down (like right now?) when it comes to other people's practices around their dogs.
Rome wasn't built in a day--thank heavens--and change comes slowly (are you up for any more cliches this morning?).
We see many changes that NOBers have brought to the village--the spay/neuter programme, additions to the eduction system, to the health care system--lots of positive (in my opinion) change. This, too, shall probably see its day.
In the meantime, when my dog was alive, I brought my biodegradable poop bags and picked up after her, being mindful of not stepping in someone else's 'business'.
