Temporary Resident

I plan on applying for the Residente Temporal for the first time. I just have a tourist visa currently. I will be returning to US for a visit in June and can do some of the paperwork in San Francisco perhaps. Is there a generous soul in La Manzanilla willing to help me understand the process?
