I've used my B of A card at Banco Santander ATMs, and while they don't charge a fee, they do charge 3% for currency conversion. That is not a good deal. Much better is Schwab Bank who reimburses ATM fees no matter where you go. Schwab is an internet bank, and it's a bit fussy to get set up to do transfers in and out. Once set up, though, it's easy peasy. Second best is our local credit union. Low fee, good conversion rate, and once again, you can use it anywhere.
