For the newcomers to our lovely town, here is how it works. There are two deep wells that feed a waterline that runs through most of the town. On a daily scheduled basis, the well pumps come on and pump water though the mains. For the rest of the day, there is no water being pumped through. Because of this, most households have a 'deposito de aqua' (black plastic tank) on their roof to store water which gravity feeds into the house. Hopefully the water will last until the pumps come back on. Houses without a tank likely have a cistern and pressure pump system, but still rely on the daily water flow.

Each individual house must, at their expense, connect to the water line.

The system works remarkedly well. There are no meters to monitor your consumption and, if you haven't noticed, no water taxes added on to the property taxes paid to the municipality.

So who pays Morgan to keep those pumps working and the water lines serviced and repaired? The answer - homeowners.
Through an annual water fee paid to Morgan at the bike shop, as Ron points out. Problem is, nobody sends you a bill, or comes around to collect the money. You just need to know about it. Unfortunately, many people either don't know about it or pretend they don't.

Before you thank the gods for that precious liquid flowing into your house, ask if you or your landlord has paid up. Annual fees are payable in the new year at the bike shop. Overdue fees are overdue. Keep our water flowing.
