Let's please get this information correct. You do not need an inspection certificate from the Canadian Food Inspection Agency. According their web site, they will for a fee, give you one, which may or may not help at Mexican customs.

What you do need is a certificate of health abd rabies vacination certificate which need to meet the timelines.
The certificate of health must be on the vet's letterhead and include the license number of the vet.

While some immigration points may requre multiple languages in the form, ours have always been in English only.

Also, be sure to present the original copies - copies not accepted.
