The floating island idea is interesting - but wouldn't those bottles disintegrate eventually in the salt water?
How about the idea of using the bottles as bricks to build houses - maybe the concrete that would hold them together would be sufficient (with the usual re-bar for strength) to suspend those bottles as the structure for the building.

shows how Michael Reynolds has been building "earthships" for years in New Mexico, using plastic and glass bottles as well as old tires for the structure. The video, unfortunately, does not focus on the building methods, as much as on the politics of trying to do something different in the U.S., and it dramatizes his fight to be allowed to make these experimental buildings. Maybe in Mexico, we could be a little more daring - and get away with it! Let's invite Michael down to do a workshop.
