Can anyone help me answer these questions....I am trying to find out how the
titles got issued when there was a dispute on the property that got titles.

1) I assume that the titles were obtained through the regularization / privatization
process known as PROCEDE. What background checks do they normally do before the
approve / issue title?

2) Is it possible for someone to short circuit the title process by deception / forgery?

3) What document does Andres Villalobos have that shows he is owner of the property?
Constancia, title, bill of sale, judgment of the court?

4) When a property is sold to a foreigner it has to be held in Fideicomiso,
my understanding is that both the Notario and the bank holding the title research
the transaction before Fideicomiso is approved. If the seller has title do
they just assume it is valid or do they verify that?
