The bottom line is - take every document that you MIGHT need.. Everybody's experience seems to be different. I did not need bank statements to go from FM3 to Residente Temporal, although there may be financial hoops to get a Permanente.

On the office location issue, if there is to be no INM office in the Manzanillo area, then surely the government is not trying to encourage immigration other than tourist visas.
