The free zone is the border zone where you don't have to register your car. Most of Mexico it's at KM21. All of Baja has been a 'free zone' for years .. and just this year they extended the ZONE on the mainland to include almost all of Sonora. There is no need to go into Nogales to get anything.
So yes - you should not be driving in Sinaloa without a sticker
