I certainly researched easier topics. From what I gather the thing they installed is a type of speaker, I think it's manufactured by http://www.federalwarningsystems.com/products.php?prodid=2 Federal warning systems It has solar panels and a radio receiver, I could not find out if the notification was set off by another system or if it was set off manually. I also did not find out if it could also be used for other emergencies. It does do voice as well. Too bad they couldn't make it look like a palm tree like they are doing some of the cell towers The sensors are located elsewhere and could be any number of systems.
