Your right it does sound too simplistic. I`d say the town directors have been very responsive to problems with available funds but they just don`t have the borrowing power that California has for public works. I think that a complete testing of the area would be a nice gift regardless of whether immediate action could be taken or not. The outline would be there. Another concern facing town directors is how much of limited funds do you spend on infrastructure. Everyone likes the bricked road on main street , it cuts down on dust. The sewer system was a start on the sewage problems but all that could be gone with one earthquake or hurricane.I saw the damage done back in the nineties. Main street had to be torn down and built up again. That's expensive, so you have to judge very carefully where you can spend limited funds for the betterment of all. .
