Mark : I guess the greater need was to cobble the streets and beautify the town. The dust was terrible. And the key is "cobbled", that means that the stones can be lifted,infrastructure installed ,then replaced with minimal effort and expense. Its not like tearing up concrete or asphalt after a flood etc. It makes sense.
As far as the sewer goes ..... everything eventually will take its course. La Manz wasn`t built in a day.
Go on down to the office and ask if you can help. If you have something to offer that fits available funding, I`m sure they will listen politely and take note of or adopt good ideas.
