Hey Dan, how are you doing? But didn't Terry say that she would be on a tourist visa, not an FM3? I doubt that it makes any difference, but she should be told if it does. A new 125cc Honda right now costs a little over $30,000 pesos up to over $35,000 pesos. Italika has just reduced their prices (since they started building them in Mexico instead of in China) for the same 125cc moto from $16,500 to $11,800 pesos in Chapala. I imagine one could get about the same price in Ixtla. That's a big difference in price between the obviously superior Honda and the vastly less expensive Italika. I spoke to about a dozen Italika owners in La Manz and in the Lake Chapala area and they all said that they are happy with the bikes. Two of them have had their bikes for almost 5 years with no problems, except that the seat covers wear out quite quickly. Just look at all those Italikas going by in La Manz every day under their own power, problems notwithstanding. The OP should also have a motorcycle license from NoB if s/he wants to be legal.
