This also could be happening because of the heightened security in Mexico because of the drug wars. A few days ago in Jalisco (Guadalajara) they found six severed heads along the side of the road in coolers.
Please be safe out there. On my last trip to Mexico in November I saw more military and police then tourist. Not a good sign.
