A couple of months ago the Federales were stopping Mexiccans that had U.S. plates near Melaque. I wonder whether the stops have more to do with the car? Foreign plated cars cannot be driven in Mexico by anyone without the proper Visa -- tourist and FM3, as I recall. Mexicans and those with FM2s aren't supposed to be driving foreign plated vehicles.
