Jon you might be correct but I did once try to cross the border at the Juarez bridge with only one rear Colorado plate (2-plate state) and they held me up for an hour while they checked up on me with the Colorado MVD. Seems that the cameras scan both the front and rear into the US Immigration/Customs computer system and a red flag pops up if both your plates aren't displayed in a 2 plate state. Don
