I know you are trying to be helpful. However, I hope your posts are not causing anyone to panic.

For what is worth - I was told by Manzanillo Immigration that my new Residente Permanente Card covered my car in the same way that my old FM3 did.

Who knows what the final interpretations will be - in the meantime, I am trying to remain relaxed and am cautious about overreacting to changing information.
